File the edge of the bolt down flat, center punch the bolt. Start by drilling a small hole in the center, then work your way out to a larger diameter drill bit until you can insert an easy out and try to remove the broken bolt with the easy out.
Purchase a new bolt so you know how deep to drill. Go to no more than 1/8" from bottoming out at the end of the bolt.
