Someone messed with the relay switches and now my car will not shift out at first at all and does not even try to shift?

Hello, when you say shift out of first, do you mean it will not come out of Park and go into Drive? You didn't list the engine size either.
And why were any relays taken out? On more modern vehicles relays cannot always be swapped out with another relay that looks the same, and in a lot of cases there are relays that look like they can come out but are actually not serviceable, meaning they should not be removed.
