Relay clicking when ignition. No start dash board lights seemed to be low

I was doing a test on my van today I got it started this morning when I shut it down and start it back on I suddenly got a click and no power on the dash and the relay somewhere starts clicking crazy when ignition. I couldn't get it started as it would just click like crazy. I tried jumping the battery and that didn't work still same problem. I was thinking with the battery terminals were corroded so I cleaned them still no luck. The headlights seemed to be low. But When put to high beam the high beam relay will do clicking noise for 10 sec and goes off and on off on off. When keyhole turned on dash board lights are on but luminating very low than normal I could also see service engine light blinking very low. Could this be a bad battery?

The battery is the likely suspect. Measure the battery voltage with a digital voltmeter. It will be 12.6 volts if it's fully-charged. If it's around 12.2 volts, it's okay but discharged and we have to look at connections and the charging system. If you find it at around 11 volts, it has a shorted cell and must be replaced.
