Refueling of car

Car is not keeping charge in battery and needs jump to start. can you refuel a car while it is running without any safety issues?

Not a good idea to refuel with the engine running. It sounds like you need to replace the battery and get the charging system tested. Much cheaper than replacing the car and staying in the burn ward of the hospital, less painful as well.
