Hi Jane,
It sounds like the wiper arm pivot rod is dry, remove the rear access panel and apply wd40 or similar to the pivots, If you live in a wet area it can work the wiper arm motor as well, you will be able to see more once the panel is removed, please get back to me with what you have found.

lube where arrow is pointing in pic you will need to remove the arm for this.
