Rear Washer Stuck on and fog light

Hello for some reason when i turned my key to the ignition my fog light turns on and rear washer turns on and i try turning them off and it wont turn off not matter what i do i pulled a fuse or (number 15) for the rear washer and the fog light still turns on and washer wont but i think water got in some where
what could this be please help
