Rear Suspension bounce?

The car has a very harsh ride but sits level. I believe the rear air suspension is holding air, but every small bump makes the back end bounce up and down. I do hear the vacuum pump runs for approximately 5 seconds prior to each engine start up. The car is the ultimate edition.

Does this car have 32,000 miles on it? If not, I would say the rear shocks are bad or have come loose from their mounts. When the car is not moving can you push down and release on the rear of the car does it bounce up and down? If so let's look at the shock and then replace them to see if the mounts are all good.
