I'm trying to remove the front bumper on my 1998 Honda CR-V but I cant get it off. I removed the screws on the sides near the front wheels and all the bottom screws, along with the screws on the grille, but when I try to take it off it feels like its still attached to something. What else should I do?

Have you removed the body clips under the hood? Have you removed the 8 and 10mm bolts from along the bottom of the cover and up close to the top of the wheel well? Also, there are (I believe) 2 plastic clips along the bottom too. Once you have all of them removed, the cover should pull off. Keep in mind, it may feel like it is clipped in place. Gently pry it away from the vehicle. (don't force it)
