I have the truck listed above with a 3.5" rough country lift. I want to swap out to a 1" rear block from the 2" that is installed to level out the back end. Can I leave the current shocks since I am technically lowering? Also, can I just raise the leaf springs to swap out the blocks without lifting the truck off the ground?

You should be able to swap out the blocks, but you will need to raise the truck off the ground and put it on jack stands, this guide can help you:

Keep an eye out for the U bolt length to make sure the threads will work; you might need to get shorter ones. Please upload pictures or videos in your response to any problems so we can see what to help you with.
