Rear End Block Lift?

I have the truck listed above with a 3.5" rough country lift. I want to swap out to a 1" rear block from the 2" that is installed to level out the back end. Can I leave the current shocks since I am technically lowering? Also, can I just raise the leaf springs to swap out the blocks without lifting the truck off the ground?

You should be able to swap out the blocks, but you will need to raise the truck off the ground and put it on jack stands, this guide can help you:
