Rear blinkers on right side not functioning properly

Could I have a flasher problem if one blinker build on the rear passenger side is working and the other two are not ? Also blinkers on left side are all working in the rear of my car listed above GT Premium ? Do you think if I replace the flasher it will fix the problem ?
