Really sluggish

About two years ago my car started to act really sluggish. First thing that came to my mind was spark plugs so I changed them but it made no difference. If there is more than one person in the car it can barely get up a hill and sometimes even struggles with curbs. I have taken it to multiple garages and they have all said the car seems fine and there is nothing wrong with it. I am not convinced as it has not always been like this. Any idea what Is wrong and what I can do to fix it? Thanks in advance

Install a vacuum gauge to intake manifold and race engine. To around 2000 to 2500 rpms and hold it steady. Normal vacuum at see level is around 21". If vacuum starts to drop down low then you have a restricted exhaust. Usually the catalytic converter melts if it is running too rich or had a severe misfire for a while.
