Rat chewed wire - Won't start

Our minivan has been sitting for a month. So a rat got in made some mess. The rat was lying toasted under the hood. The ignition cranks but the engine wont start. I saw one on the tubes was burned and melted (as in the pictures). I suspect that might be the cause. However, I dont know what that tube is, where it's going, or how to go about fixing it (other than taking it to the repair shop, obviously). So I need some help. Thanks!
