It was doing this when I initially bought the van a week ago, so I got a new battery and it's still doing. When it turns the radio on or the digital odometer flashes it makes a clicking sound in what seems like the power distribution box. What can I do to fix this?

That's called a "Smart Junction Box" and it is full of relays and modules and it's not serviceable internally. It requires a bidirectional, professional scan tool to be able to diagnose what the issue may be. The whole box may be bad or something externally may be triggering it.
