Radiator fan will not run

The radiator fan will not run, nor will the condenser cooling fan.
I have checked the following:
-Fuses, no issues.
-Both fan motors ran when power was applied directly to them.
-Replaced the fan relay, the fans still would not run .

The sensor for the temperature gauge appears to be working because the gauge moves approximately.
Any assistance is appreciated.

There are two fuses and two relays that run the system. here is the fan wiring diagrams so you can see how the system works and guides to test them. Lets check for power at the fuses.
