Radiator cooling fans not turning on.

While driving any speed engine temp is fine and ac blows cold. When parked engine temp goes up ac blows hot. Radiator cooling fans not coming on at all. Switched 2 relays around to see if one worked...could they BOTH be out? Temp switch problem?? Could BOTH fans be out at the same time?? Saw by-pass temp switch post could you walk me through it?? or should I take it in. $$ to fix ball park.

Check fuses 19, 22 & 24 in engine compartment fuse box. Replace any that are blown.

Should I replace them even if they "look" good from above? I have switched all 50amps and still nothing. I did run power from positive & negative to the connecting harness and the fans did not move. When I touched the wires together they did "spark" showing current but did they pass enough of it through to turn fans on?? does wire gauge thickness matter??? JC
