Radiator spits out hot water

Does the radiator always spit out hot water when you take the cap off after driving it for about fifteen minutes?

It can depends on whether thermostat has opened or not. You should never do that however. If you are talking about the reservoir then you may have a head gasket problem and shold have it pressure tested.
