Rack and pinion maintenance caused other problems

Hello, my car is currently in the shop. About three weeks ago the car went in to get the rack and pinion in the steering wheel fixed. We we initially brought it we did not have the problem pinpointed we just knew something was wrong with the steering wheel because it felt loose and not right. When we got the call with the extract problem one of the guys fixing it told me that the steering wheel could actually spin completely around. So we got it fixed spent alto and got it back. The day I got it back I noticed the buttons such a volume to radio the seek button, horn, and everything else on it was no longer working. I figured they disconnected something when fixing the rack and pinion and forgot to hook it back up. So we had to take the car back to have that fixed. We just got a call from them saying they are still looking into it, but they did not because the problem we must have and we have to pay for it. It makes no sense that the part that was worked on was the steering wheel(or a part ofnthe steering wheel) and now something on the steering wheel is not functuoning after we got it back? They said they did not go near that area. Is this possible? Do you think that it most likely was caused when they worked on it? Are the two parts of the wheel close to one another making this a possibility or is it unrealistic to break or disconnect these buttons by fixing a rack and pinion? Please tell me what you think. We really cannot afford to pay for something they messed up by accident. We need the horn we cannot even get a sticker without it. Another thing I should mention is when we had the car initially worked on the tow truck who brought the car to our maintenance guy did not put the hooks in the right places causing a lot of damage such as breaking the radiator, and the support arms, and a few other things that the service crew who worked on my car found when they received the car. They even took some photos for me to have when putting a claim in. But I mention this because I did not know if you think the tow truck guy could be responsible for the buttons and horn not working when putting car on flatbed? Or do you think there is more chance that it was caused when the rack and pinion were being fixed? Thanks

No, you demand they fix it for free. What happened is while they had the steering column disconnected, they let it rotate from its original position. Inside the column there is a coiled up strip of wires called a clock-spring. If the wheel is rotated, the coil winds too tight and breaks.
Definitely caused by mechanic error.
