I have changed the idle control valve and it still is running wide open. Not all the time, sometime you can't even hear it running. I've cleaned all parts that I know to clean. Please help.

Hi and thanks for using 2CarPros.

Is the throttle plate fully closing? Check to make sure of that because you may have a throttle cable routed incorrectly or something is causing it to stick. See picture 1

Next, confirm that the cable for the cruse control isn't causing issues. Here are the directions for removal and replacement. Take a look at the directions to confirm that everything is together correctly.

Just for heck of it, disconnect both cables from the throttle, the throttle cable and the cruse control cable and make sure the throttle plate is closed. Start the engine and see if the idle is normal.
Also, if you removed the throttle body, did you replace the gasket?

Removal Procedure
1. Drain coolant.
2. Remove the air intake tube.
3. Remove the IAC valve, and TP sensor electrical connectors.
4. Remove the accelerator control and cruise control cables from the accelerator control cable bracket.
5. Remove the accelerator control cable bracket.
6. Remove the throttle body coolant bypass hoses.
7. Remove the heater pipe nut at the throttle body.
8. Remove the nuts and bolts holding the throttle body to the intake manifold.
9. Remove the throttle body assembly.

Installation Procedure

Notice: Do not use solvent of any type when cleaning the gasket surfaces on the intake manifold and the throttle body assembly, as damage to the gasket surfaces and throttle body assembly may result. Use care in cleaning the gasket surfaces on the intake manifold and the throttle body assembly, as sharp tools may damage the gasket surfaces.

1. Clean the gasket surface on the intake manifold and the throttle body assembly.
2. Install a new gasket, if necessary.
3. Install the throttle body assembly.
4. Install the throttle body retaining nuts and bolts (3). Tighten the throttle body retaining nuts and bolts to 25 Nm (19 lb. Ft).
5. Install the heater pipe nut at the throttle body.
6. Install the throttle body coolant bypass hoses.
7. Install the IAC valve, and TP sensor, electrical connectors.
8. Install the accelerator control cable bracket.
9. Install the accelerator control and cruise control cables.
10. Install the PCV hose.
11. Install the air intake tube.
12. Refill the coolant.

Important: The throttle should operate freely without binding between full closed and wide open throttle.

13. Inspect and check for complete throttle opening and closing positions by operating the accelerator pedal. Also check for poor carpet fit under the accelerator pedal.

I have a feeling something is binding and holding the throttle body open causing the high idle.

Let me know if this helps.
