propeller noise and steering wheel shakes

whenever i drive the car going 30mph the steering wheel being to shake and the car itself begins to make a propeller sound im not sure if it is the wheel bearings or a belt issue im not great with cars but i do need some assistance on what it might be exactly

Check tires to make sure they are not worn unevenly. As far as a wheel bearing, does the sound change with speed? Does the sound change when making turns? Are you sure the tires are properly balanced? Could you have a bent rim?
