Does not start

Right now to crank no start issue long list of stuff that's been repaired long story short at the moment. My crankshaft positioning sensor is the issue; is a brand new sensor. I checked the current going to it and it's good to have a good ground, but when I test the sending side of the sensor it tells me that there is voltage coming out of the sensor when it's not cranking. Is that supposed to be right? If it is I don't know what to do. I need help. If it is and if it is as simple as a reset process can you walk me through it?
