The tail lights, back up lights, blinkers and top brake light works, but the ones on the bottom do not work. My signal light switch works sometimes. Can that be what is wrong with my brake lights?

Absolutely, if your rear signal light is the same bulb that is for the brake light, the brake light circuit has to be broken by the signal switch so that bulb will not stay on steady when you have the brakes applied while the signals are on.

A lot of newer vehicles use two separate bulbs for the brake and signal. The signal switches on those are not involved with the brake lights.
