Primary fuel bowl

I have a 1987 R10 Chevy Custom Deluxe. With a 350 engine, It has a brand new Holley Avenger carburetor, fuel filter, and mechanical fuel pump. Also new fuel lines from the fuel filter to the carburetor. It fills up the secondary fuel bowl with ease but will not fill up the primary fuel bowl. Can some one give me some advice please. I'm no mechanic by no means so if you explain something to me, please do it Barney style. Thanks for all your help!

The only update to this pic is there is a new fuel pump on it and the vacuum hoses are hooked up correctly. Also a new air filter.

It sounds like the fuel passage to the primary bowl is blocked or the needle is stuck.
Lightly tap on the bowl near the fuel inlet and see if the needle frees up. If it doesn't the carb will need to come apart to find the problem. Double check that the bowl vents are not blocked.
