I read that you answered about the wiring at the relay, specifically the green with white tracer. It should get power while cranking. You said it's the signal wire to the PCM. My question is, why would that wire get power all the time?

The green/white wire should have power for about 5 seconds when the key is turned on and then hot all the time the engine is running. Here are the wiring diagrams below so you can see how the system works. Let me know if you need anything else.

Okay, thank you. I've got it working but still no fuel coming to the rail. The pump comes on and I get some fuel but not enough to start the car. I had an engine swap with it from a 2001 Cavalier. I had to go through each statement one by one to get all the electrical components to work. Getting fuel to the rail and injectors is my last problem. All my electronics are doing as they should. The fuel filter is almost new as well as the regulator. Any info would be appreciated.

No problem, it sounds like the fuel pump is weak which is common, but to be sure we can do a fuel pressure test by following this guide and you can rent a fuel pressure gauge from the auto parts store for free or cheap.

Fuel Pressure .................... 53 - 59 psi
KOEO (Key On Engine Off)

Here is a video of the fuel pump job being done:

Please go over these guides and report back.
