Should I have power on all four coil power wires?

You should have twelve volts on the white/light blue wire when the ignition switch is on. If it is missing, check fuse number 10, a 20-amp, in the inside fuse box. That fuse also feeds the PCM relay, coil circuit.

What you find on the other three wires at the ignition coil pack is irrelevant. You will probably find twelve volts on them coming through the three primary windings, but if the computer has them grounded in preparation for making a spark, you will find near zero volts on them.
