Power steering went out, what the possible problems could be aside from the pump going?

I am thinking of buying a car and one of the issues the current owner mentioned was that the power steering went out but is still drivable. I am curious what the possible problems could be aside from the pump going out and how to determine if that is in fact the issue. And if it is the power steering pump, I could use some step-by-step details about how to do it myself if possible.

Hi,

In most cases, it is the pump. However, there could be a failed power steering hose (leaking), the rack and pinion gear may be binding internally due to wear, low fluid, a loose pump pulley, and so on.

I attached the directions for removal below. Take a look through them and let me know if you have any questions.
