Power steering pump or pump pulley?

My car was making a clanking sound (like a bolt had come loose and was jumping around in my motor) while in idle. I had 3 different people tell me it needed a new timing job, so I had the timing done (yes, the whole kit), only to find out that wasn't the problem. When the job was done, and we went to start it up the same noise was there, but it had more of a scraping sound now and could smell burning rubber. Now I'm being told it's my power steering pump but I'm having a hard time believing that when I had zero issues with my steering before (no noise when turning wheel, no fluid leaking, no resistance in steering wheel). Could it be something else like the power steering pump pulley making the noise? I've taken the belt off to test if the noise is still there when I start it and it's not but I do still smell burning rubber and it terrifies me that the person that's been doing work on my car(not a certified mechanic)has done something wrong and that his advice about it being my power steering pump is wrong. Please help!

You could be correct; I have seen the water pump go out and cause this noise. Can you please shoot a quick video with your phone so I can hear the noise? That way I can tell for sure what's going on. You can upload it here with your response. To be sure the noise is being caused by something outside the engine please remove the serpentine belt and start the engine for a brief time (30 seconds) to see if the noise is gone, this will help us go in the right direction. I did notice at the end of the video the power steering pump fluid squirting out from the hose, so I will have to fix that since it does have a crack in it now.

Thanks for the video. I would remove the belt and start the engine to see if the noise is still there because it sounds like the timing belt tension is bad or the belt is loose and hitting the timing belt cover. Or it could be the pump itself due to low fluid/leak. Let me know so I can help you fix it. Check out the images (below). Please let us know what happens.
