Powering steering not working properly, the fluid is foaming up?

2009 CHEVROLET IMPALA

Car has lost nearly all power steering. The fluid is foaming up. When I took off the reservoir cap, it literally popped from pressure. I have already drained and flushed the system and added new fluid and no change.

The reason the fluid is taking in air. Is the front pump seal is bad. I would replace the pump with a new or rebuilt unit. here is how to remove the pulley so the pump can be replaced:
