When not applying pressure on the gas the power steering is locked up?

When not applying pressure on the gas the power steering is locked up, but when you step on the gas the power steering works as usual.

Nine times out of ten it will be the power steering rack. The seals get weak and cease this issue. You might want to try a system flush, this guide can help:

Here is how to change the rack out in case the flush does not work. You will need to get an alignment once the job is done. Check out the images (below). Please upload pictures or videos in your response of any problems so we can see what to help you with.
