Power steering pressure hose broke

You can but running the pump with no or low fluid will damage it because the fluid acts as lubricant, coolant and the pressure media for the pump. I would change the line or if you just do not have time or the money at the moment you could disconnect the return line and connect it to the pressure line and just let it circulate fluid through the pump to protect it.
Why did you change the pump? Noisy or what?

As Steve stated. Driving/moving the car with no fluid in the pump will ruin it. If a piece of the old hose is long and pliable enough to run from discharge to return ports just use that with hose clamps and fill the pump with fluid if you need to start/work on/move the car temporarily until fixed.
