Power steering noise when I turn the steering wheel?

I cranked my car up this morning to let it warm up before work. It was making a really loud whining noise. I checked the power steering fluid, and it was empty. I filled the power steering fluid reservoir up and turned the steering wheel to let it flow through the lines. The noise stopped, but it is still making the noise when I turn the steering wheel, only not as loud. The power steering pump was just replaced a month ago. What could be the issue now?

There is still air in the system which will dissipate out over the next few days. But the fluid being low is telling us there is a leak so that will be an issue, also when the pump was replaced did, they do a power steering system flush? I would use a flashlight to find the leak and do a flush.
