Difficult to turn left or right while driving?

It is really hard to make a left or right turn while driving especially when I either half to make a sharp left or right turn backing up and going forward at park position. When I first noticed it I checked the belt to pump and it is good, then I checked the fluid it was either out of fluid (but it is not making the noise that a pump with no fluid makes) or so low that I could not see the fluid in it. I filled it up and that did not fix it, so then I checked for leaks and did not find any. So, then I jacked the vehicle up and took the cap off to the pump and turn the wheel left and right for any air that was in any of the lines or pump that did not fix it.

With the engine running, remove the power steering pump cap and use a flashlight to see if the fluid is circulating, if you can see the fluid moving around the pump is bad and you need a new one. here are the instructions on how to get the job done. Please let me know what happens and upload a short video of the problem so I can see what's going on.
