Power steering and pulley

The installer is not tightening the power steering pulley. The whole bolt to include pulley moves every time I ratchet it down. Is that normal?

There are different styles of installing tools. Any chance you can post a photo of the tool on the pulley?

You should be using two wrenches. One holds the base nut which holds the pulley.
