Power steering and power brakes

This diesel engine has a problem with a growling noise when I turn wheels or step on brakes. Power brake vacuum pump and power steering pump are coupled together. Power steering reservoir is full. What can you tell me?

Power steering pump noise is a common issue on a Chrysler. The solution is a new pump and fluid flush. Make sure you use ATF Plus 4 in it.

Still does not explain why I get same noise when I step on brake.

Sorry yes, the brake and steering use the same pump, here is a guide on how to flush the system.
