I have a Detroit Diesel engine in my Silverado. There are two hoses or cables running from the power brake into the power steering pump. Are those two hoses supposed to be there?

That is what is called a hydro boost and is run by the power steering pump. One is supplied power from the pump and other goes to power steering box for power steering. See picture.

If the pump was bad yes, but normally on a hydro boost system there is an accumulator in it to give you one or two hits before they do not have power.
