The vehicle has no power steering what so ever. The reservoir has the proper amount of fluid and doesn't appear to be leaking at all, and no apparent noise. Any ideas?

You could have a bad power steering pump wouldn't know for sure without checking the actual pressure. The dealer actually has a special tool that measures pump pressure and flow rate. Most likely you have a bad power steering pump.
