Power steering keeps going out, no place to put fluid. What would be the cause of it to go out and how much would repair be?

The fluid fill is on top of the motor. it can leak from many places. it could be the pump, one of the hoses or the rack and pinion assembly.
you need someone to inspect the system for the leak. it is there and will be found just look closely for the leak. the most common area is the hoses.
when was the last time you changed the fluid in the power steering?
