fluid seems to be leaking from power steering cap enough that there is fluid on the ground. when pulling off the cap fluid pushes out of the reservoir like pressure is pushing it out.

Pressure build up in a power steering reservoir is generally the result of a plugged cap vent. The cap is designed to vent excess pressure from the system while the engine is running. If the vent is restricted, pressure will build up and result in a leak, typically from the cap itself or the reservoir seals.
