(Edit) Sorry misread your post but advice still applies to #3 fuse. Half those circuits are in the door. Also could be 2 issues, 1 being a bad master window switch.
The #13 fuse does run the door lock circuit. (See diagram below) This has a complete circuit description for each fuse.
The 2 most common issues are:
1: A shorted master window switch from rain water dripping in it.
2: A broken or chafed wire in the door jamb. (Less common)
This does not however mean the short is in the window circuit.
Best way to test this is to solder 2 wires to a 1056 light bulb. Then put 2 male spade connectors on the wires. Trim them down so they fit in the fuse plugs then plug it in. If there is a short the bulb will light. Then wiggle the harnesses and unplug things in that circuit until the light goes out and you will have found your short.
