Seems to be starter issue. how to test starter?! Can you hook up a diagnosis machine thing up to it like the ones they do for error codes?

Yes, your starter motor can be tested however, it must be removed from the vehicle and taken to your local auto parts store for testing.They put it on a machine that will test it.It is always free of charge to test. Here is a tutorial showing how to remove/replace the starter:
