Did you use a test light and check voltage at applicable fuses? Some fuses are hot all the time, some go hot with the key on. As the diagram shows there is also a relay. You could unplug the relay, use jumper wire on load side of relay, load side is that line with arrow-head, I believe terminals one and two. If the power socket goes hot, the problem is on control side of relay, left side, needs voltage and ground.
