I'm not able to get the tire to come off. All the lug nuts are off but the tire won't budge. What's the problem???

Factory wheel?, it could be stuck on due to corrosion of the hub/aluminum wheel. If you rotate it, and beat on it with preferably a rubber mallet, at opposite sides each time, it should come off.
