1996 Pontiac Transport Engine running hot

The "low coolant" light keeps coming on..I have had the sensor changed out twice. The light keeps coming on and the car runs hot. The radiator is full and so is the overflow tank. What is happening? What do I need to check?

Yes, cooling fan comes on, AC fan comes on, nothing leaks....just the light stays on and when it comes on, the engine runs hot. As long as you are driving it stays within the safe limits. When you stop in traffic it starts getting hot. Radiator has been flushed recently....I don't know what else to check. Took it to a mechanic today, he has no idea either.
