The air conditioner works ok while driving, but if I stop or slow down it starts blowing warm air. The freon and coolant are full, so that is not the problem. It also makes a clicking sound while I am stopped. A second problem I have is the radiator cooling fan. It stays on all the time unless I pull the fuse to the fan. What is the most likely cause for these 2 problems? Could they be related?

The best thing to do is take your car into a GM authorized dealer and they can hook up the Tech 2 to scan it. Then they can tell you exactly what is wrong. As long as the Air conditioning is turned on, the fan will run.
