2001 Pontiac Sunfire Fuel pump regulator

My sunfire broke down last night. it has plenty of battery power. When i tried to start it it would turn over but it was acting like it wasnt getting gas. So i changed the fuel filter. now when i try and start it it whines. llike its trying to start but getting absolutely no gas. the fuel pump works, i heard it when i charged the filter lines. i think it could possibly be the fuel regulator. can you blow through the regulator to test it like the fuel filter. how do you test it? how do you test the fuel pupmp fuse? please help me 2carpros, your my only hope.

You need a fuel pressure tester designed for your fuel system to check the fuel pressure to rule out the fuel pump-the fuel injector/s are pulsing?
