2000 Pontiac Sunfire Stiff During Low RPMs

While driving with RPMs below 1500, the power steering does not seem to work at all. The steering is very difficult until the RPMs go up at which point there is no problem at all. I've already checked the power steering fluid and its is at the appropriate level. What are the next things to check?

check the belt and the pump, may be some air in the system.
