The car idles high as soon as turned on and also revs while in a stopped position. Already tried changing the spark plugs and this did nothing.

The vehicle is suppose to revv high when it is first started. And it is also suppose to revv when it is stopped.

Can you please be more specific? Is the idle bouncing around? Is it above 2000rpm?
