2000 Pontiac Sunfire fuses

I have a short that is draining my battery. When I remove the 40 amp fuse from the engine compartment fuse block marked "Batt1", the current drain stops. (the headlights also stop working and the car will not start) I can pull this fuse out after the car is started and it will continue to run but the headlights will go out. I cannont find this fuse in the wiring diagram in my Haines manual. I would like to know what circuit to troubleshoot but I don't know what this fuse is for. Any help would be appreciated.
