1999 Pontiac Sunfire noise when turning steering wheel

I get a strange noise and my tire feels like it is rubbing when I turn my steering wheel. The air pressure in my tires is fine and the tires aren't that old. Tire wear appears to be normal so I don't know if I am having a possible axle problem or what the problem is.

That's a 4 cylinder if it is a sunfire. The Sunfire and caviliars have a problem with the upper strut mounts, check those first.
