1999 Pontiac Sunfire blower for heater and ac unit

the blower on the above car only works on the highest speed and nothing else...I was told this could be a resistor problem. If so could you tell me where this is located?

first check blower motor relay (in underhood fuse/relay center). if OK then go to the blower resistor. it is under the center of dash, in the HVAC assembly .
